Those of us with very long teeth may remember the European Bureau for Lesser Used Languages (EBLUL). Representations to this (very fringe) body may have been an important stepping stone to recognition of the Cornish language.
A similar group is also extant within the structure of the British-Irish Council, and is called the Indigenous, Minority and Lesser Used Languages Group. This group does (or did) make representations on supporting the indigenous insular languages, and did so back in 2013. A link to this may be found here:
